I received my state tax refund (Virginia) and it was exactly $650.00 less than what I filed. Anyone know why?

This may be to due to a refund offset or if the state made a correction to your tax return resulting in a lower refund.

You should soon receive a letter from the state explaining why you didn't get the entire refund.
