I recently verified my identity to the IRS. I have not received my refund from last year. Do I need to do anything to get last year's refund before I file this one?

Each tax year is separate.    If you verified your identity to the IRS for your 2020 refund, you just have to wait for them to finish processing your 2020 return.   You can go ahead and file your 2021 return.   You may need to use "zero" as  the AGI so you can e-file because they might not have your 2020 AGI in the system yet.
