I started a small business in Fl in late 2016. I only made $200 in income. I reported it on my Federal return. Do I have to file a State return in Fl also?

Florida does not levy a state individual income tax. You do not need to file an income tax return with the state.

The Florida return in TurboTax is to report tangible personal property used in a Florida-located business or rental property and is filed with the county property appraiser. 

If you have tangible personal property, that is used in connection with your business, visit your county property appraiser's web site for further information --> http://floridarevenue.com/dor/property/appraisers.html
