I started an llc in 2016 and got a tax bill in 2017 for taxes due for 2016. Do I place it on my 2016 taxes or wait until 2017 after it is actually paid?

If you are referring to federal tax due, that is not a business expense, ever.  The IRS does not allow a deduction/expense for federal taxes due.

If you are referring to state tax,  state income taxes may be deductible, depending on your business type and your state in the year that you paid them.
