I've paid toward my 2018 taxes $525 twice and they send me a letter that it would go toward my 2019 return, why?

I'm a bit confused.  When did you make these two payments of $525 toward your 2018 taxes?  Did you owe taxes after you filed your 2018 return and perhaps set up a payment plan?

 

If not, any estimated tax payments you'd make during 2019 would be applied to your 2019 tax liability (on the return you'll file in early 2020).

 

Please clarify and someone will do what we can to help.

Was the $525 on 4 payment slips labeled 1040ES for April 15, June 17, Sept 16 and Jan 15, 2020?  Those were not for your tax due but estimated payments for next year 2019.  They were optional to pay.  They are so you won't owe so much again next year.

 

Your actual 2018 tax due payment is on a 1040V voucher page.   Did you send that one in?  Or did you put down your bank account for the IRS to take it directly out of your account?
