If you prepared your federal return using TurboTax you can prepare a state return; if you did not use TurboTax to prepare a federal return, you cannot use the program to prepare a "stand alone" state return because the information flows from federal to state.  If you did use the software for federal then it is possible to file the state by mail if you want to.  You still have to pay for the use of the software to prepare the state, whether you e-file it or mail it.

The answer to this original question is not adequate.   If I e-filed using TurboTax, but do not want to pay $24.99 to e-file state, how can I file state by mail?   Thanks,

In the File section of the program select you want to File by Mail,  Then on the following screen select you do Not want to file the Federal tax return at this time.
