The .tax2018  file you downloaded can only be opened by the TurboTax 2018 software with the California state program.  Do you have the TurboTax 2018 software installed on your personal computer?

If you are using a Windows based personal computer it will be downloaded by default to your Download directory.

If you want to view or print the state tax return, download the PDF of the 2018 tax returns.  The PDF can be view or printed using any compatible PDF viewer, such as Adobe Reader.

To access your prior year online tax returns sign onto the TurboTax website with the userID you used to create the account - https://myturbotax.intuit.com/

Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show.  Click on the Year and Click on Download/print return (PDF)
