I was hit with a wage garnishment in April 2017. My question is will the IRS also take my tax refund for this year?

If whoever has a lien against your wages, also has a lien against your refund, then yes they will take your refund.

TurboTax gets no information at all regarding offsets to your tax refund.  If the IRS or your state seizes your refund you will get a letter of explanation from them.
