I was prompted to mail on my tax papers for the first time...it says that I owe 19.00 dollars.but I have yet to receive my state refunds, I filed at the beginning of June

What is your question? You owe the IRS $19? If you don't pay they will send you a bill. Did the state get your return? Did you mail federal and state in separate envelopes? They go to different places. Did you get a tracking number from the post office so you know they got it? The state is taking longer this year to send the refunds.

Make sure you are using the refund amount from your actual state tax return and not the combined amount Turbo Tax showed you at the end. That was for federal and state combined.
