Question

I was told I would receive the first stimulus for 1400 but state of texas child support took it. I didn't see any of it. I did receive the second and third one already.

Can I get get 1400 they took? I have already filed my taxes though,by mail.

No you cannot get the first stimulus now if it was seized for your delinquent child support. The first stimulus check was not for $1400----it was for $1200 in 2020 and if it was taken for child support you do not get it now by using the recovery rebate credit. The way the law was written by Congress says that the first stimulus check could be seized if you owed back child support. That has not been changed. When you prepare your 2020 return you have to say that you received that $1200 even if it was offset.
