@chelseamaecat

Have you located the past returns in your online account, and when attempting to download, is access locked, and it says you need to pay?

If so, the method to pay depends on what all you have done in regard to a 2018 return.

You said "I did not file my 2018 return with TurboTax; how do I cancel the return so that I can have access to old tax returns."

You don't have to actually prepare the 2018 return.  You only have to pay for it in PLUS (19.99) or higher.   However, you appear to be currently in Deluxe Edition.  Is that correct?  That's what is displayed underneath your question above.    If so, and if you try to pay for it now, it will charge you 59.99 for a Deluxe Federal return.    We can tell you how to downgrade it.

As long as you have not yet paid or registered for 2018 Deluxe,  you should be able to downgrade your started 2018 return to Free Edition, then upgrade it to PLUS and pay the 19.99 by credit/debit card.

The 2018 return and the prior returns must be in the same account.

  • Log in and open your 2018 return ("take me to my return".)
  • Once the return is open, in the left menu column click on TAX TOOLS, then choose "Clear and Start Over."
  • Once it starts over, choose Free Edition.
  • After some preliminary screens, you'll arrive at the MY INFO section.
  • See if there is an Upgrade link in the left menu column.   If not, you'll need to enter some info into the MY INFO screens until you see an Upgrade link either appear in the left menu column or at the end of the MY INFO section.
  • Then click on Upgrade and choose PLUS.   Do NOT upgrade any beyond PLUS, or you'll have problems again.  If PLUS is grayed out, that means you are already in PLUS.
  • Once you are in PLUS, then you need to pay.
  • In the left menu column click on TAX TOOLS, then PRINT CENTER.
  • At the Print Center choose to "Print, save, view THIS  YEAR's return."   (Yes, you say "this year's" because you are paying for the 2018 return to unlock the prior returns.)   You don't actually have to print the 2018 return.
  • It will ask you to pay.  If the Order Summary appears OK, then choose PAY NOW.
  • You can pay by credit card or debit card (even though it only says "credit.")

NOTE:  If it should offer you the choice of paying later out of the Federal refund, that cannot be done for this purpose.  You have to choose PAY NOW.
