No you cannot amend a 2019 tax return for the stimulus payment.

If you received the 2019 federal tax refund by direct deposit then there is nothing more that you need to do. The stimulus payment will be direct deposited into the same account.

If you did not have the federal tax refund direct deposited, then you can use the IRS website later this week to enter direct deposit information - https://www.irs.gov/coronavirus/economic-impact-payments
