If I amend capital loss carryover for 2014 & 2016 do I also need to amend 2015 to get correct loss carryover for 2017.

yes...the 2014 correction needs to be reflected on the 2015 return which then affects the 2016 return...etc. The loss carry forward is a domino effect.
