If I didn't get my state refund last year, do I delete it from the State and Local Tax Refund Summary?

If you used TurboTax to file your 2020 taxes, the state refund will carry over to your 2021 tax information. But it doesn't mean you will pay tax on it. If you took the standard deduction last year, none of the refund is taxable for 2021. 

If you were entitled to the refund, but for some reason or another, the refund did not get to your bank account. If it was used to offset some other liabilities, it was still considered issued to you.

The best course of action is to leave the amount there, and find out why you did not receive the state refund.
