If I file they take my refund because I owe if I do a taxes admen will I get that refund back

What?  --if you owe back taxes from an earlier year, the IRS will seize your tax refund up to the amount that you owe.  You do not even have to put anything about that on your tax return.  It will happen automatically when the IRS processes your 2019 tax return, and then they will send you a letter about it.

 

Why do you think filing "twice" would get you a refund?   You cannot file twice.  If you make a mistake on your original 2019 return, such as leaving out information or entering something incorrectly, then you can file an amended return to correct your mistake.  That is not the same as filing twice.
