If I have a prior year audit adjustment that I am disputing, will the IRS hold my current refund?

My 2016 return was audited and the IRS said I owe them about $2,500 back from what I was refunded. I am disputing this because some of the info they assumed is wrong/inaccurate. For 2017, I am supposed to get around $1,400 back. Will they hold that back from me until the 2016 dispute is settled?

The IRS would probably hold the refund if your account with them right now shows a balance due from 2016.
