If I'm not receiving a State Tax refund can the State Tax fee be refunded?

If you completed and have filed or are going to file the state tax return, then you cannot get a refund for the use of the state software. The TurboTax account fees are not based on whether you get a tax refund, owe taxes or owe no taxes.
