If I owe on the federal side and the state side, and I worked in a state where I get a refund, can I get the refund ?

From the other state? And then do installments on the feds and state ?

First, yes, you can get the refund from the state that owes you a refund.

You can generally pay on installments for your federal taxes, if certain requirements are met.

As far as a state installment agreement, it depends on the state.
