If I received a 1099C for a debt that was forgiven and am insovent. do i need to amend or do a 1040x or 982?

First, you need to determine if filing Form 982 will result in any benefit for you.

According to the IRS's Instructions for Form 982, "Generally, the amount by which you benefit from the discharge of indebtedness is included in your gross income. However, under certain circumstances… you can exclude the amount of discharged indebtedness from your gross income."

If you determine that you'll get a tax benefit by filing Form 982, please see the TurboTax Help article "How to amend (change or correct) a return you already filed" for guidance in starting an amended return. 

Once you've begun your amended return,

  1. Go to Tax Tools.
  2. Go to Tools.
  3. Go to Topic Search and type in "982."
  4. Select "982", and click GO.

This will take you to the interview where you can enter your relevant information.
