If my accountant has done past years' taxes and I want to do my own this year, can I download last years and incorporate into TurboTax's software?

It is unlikely that the file your accountant can provide to you can be transferred in to TurboTax. Only a 2022 tax file can be transferred---those past years cannot be transferred to TT. If you have a pdf from the accountant, even if you can transfer something--it will not be much except for some personal information like name, address, SSN. The income data will not transfer with a pdf.
