If my Cares Act stimulus check was sent to an old address, how do I give the IRS my new address/direct deposit info? Is E-Filing an amended tax return an option?

I moved back to the USA this calender year.
I had to file a 2019 tax return because I traded stocks (small account with net loss) but did not have to pay taxes nor did I receive a refund.

If it is sent to an old address, then it will be returned to the IRS as nondeliverable. There is nothing for you to amend, and you cannot e-file an amended return (them must be paper-filed). If you don't receive the stimulus payment in 2020, you can always receive it as a credit on your 2020 return in 2021. The stimulus is actually an ADVANCE on a credit on your 2020 return.
