If my child’s father did an amendment on claiming my son am I able to refile with e-file for my son?

Are you saying he claimed your son but then amended it?  Sorry you will have to print and mail your return this year to claim him.  Even if he amends it won't clear the ssn from the IRS.   So you didn't need to wait for him to amend.  And mailed returns are taking 6 months or more to process so you might have a long wait for a refund.
