Please explain how you "fixed" his return. The 1040X needed to amend a return is not yet available. So if you went in to the return and made changes, you just messed the return up without following the correct process to amend.

If you e-filed the original return and it was accepted, you have to wait for the return to be fully processed. Then you can use a Form 1040X to amend the return and pay any additional tax due. If you made any changes without using a 1040X, then restore the return to the way it looked when it was originally e-filed. (Any changes you made after the return was e-filed went nowhere. ) In order to amend, you have to be able to work from the return exactly as it looked when it was e-filed.
Then wait. After the return has been processed, you can amend correctly.

The taxes got rejected right away because we forgot to select he can be claimed as a dependent on mine and dad’s taxes. So we “fixed” them, and then resubmitted them. They were approved immediately after. But in doing that it says he owes more to state, but it never let us pay for the additional owing the second time.
I was wondering when and how we pay for the additional amount owed to the state. Do we still have to do an amendment if they approved the easy “fix”?
