The post from the IRS and turbo tax say you may be eligible for other tax breaks with the new unemployment tax break but its only going to credit the difference for that break, how will I know if I qualify for any other break like for example EIC so I can make those amendments.

Your return has been updated to exclude the $10,200 unemployment deduction and the program would have made any associated adjustments like EIC. If you already have EIC on your original return the IRS will amend that but if you were not eligible for EIC before and are eligible for it after the deduction then you will have to amend your return to get the additional amount.
