If what you paid in property taxes from a previous year was not reported on your taxes, is it still beneficial to do an amendment if the taxable income was zero anyway?

No, if your taxable income was $0, there is no need to file an amended return. The IRS does not require you to enter your property taxes if it doesn't make a difference. Unused property tax deductions do not carry-forward to this year.
