Im getting a refund from state and have elected to use it to pay my federal why wasnt it deducted from what I owe federally?

You cannot do that.  The treasuries for federal and state are completely separate.  You cannot use your state refund to pay your federal tax due.  You have to make other arrangements to pay your federal amount due.

why did turbo tax ask me what i wanted to put toward my federal tax i put it in and my refund for state disappeared and it never was subtracted from the federal..  Just saying i would not have done this if i was not asked. so I'm really confused. I do understand what you said.

You must have misunderstood.  You may have been asked if you wanted to pay your TurboTax fees from a federal refund.  But you cannot do that, since you owe federal tax.  It is absolutely not possible to pay federal tax with your state refund.  You need to pay your federal tax by sending a check or money order with the 1040V voucher, or use a credit card or bank withdrawal to pay your federal tax owed.
