It looks as though my state taxes will be deducted from my federal return. Is this correct?

My federal refund was $949, I had to pay state $96, my refund says 853$. So it looks like my state is coming out of my federal, is this correct?

No.

State taxes cannot be paid from federal refunds. 

The deduction is coming from another source.

To see if IRS is keeping a portion of your refund for student loans or other debt, call (800) 304-3107, for the US Treasury's Bureau of Fiscal Services.

For IRS debt, call the FMS at 1-800-304-3107 to find out if your refund was reduced because of an offset.

Call the IRS Taxpayer Advocate Service at 1-877-777-4778 (or visit www.irs.gov/advocate) if you feel your refund was reduced in error. The service is free.

The reduction could also be for TurboTax fees if you selected to have them paid from your refund.
