Letter from IRS that I did not file my 2019 taxes

Paying your TurboTax fees did not file your tax return. You had to go all the way through the FILE section and click a big orange button that says "Transmit my returns now." But it seems odd that the IRS would be sending you a letter already saying you did not file a 2019 tax return. Are you sure it says that? Or does the letter say you did not pay your 2019 tax due? Your only proof that you paid would be your own bank/credit card records. Do you have any proof that the IRS was paid?
