My amended Oregon State tax return says that I have a return of $ 2198. The Turbo Tax Instructional cover sheet says that I have a refund of $ 259.

that is what you will get if you amend the 259$ on top of what you are getting back already, when you amend it becomes 0$ that way you know how much you will be getting back or owe. I hope that helps you
