You can take your check to your local bank to cash or deposit it since it came from the IRS.

Or if the check is not from the IRS/US Treasury, did you choose to pay your TurboTax fees out of your refund, and did the check in that case come from the intermediary bank where the fees are paid?

i.e, if you used that option to pay fees, did the deposit from the intermediary bank to your bank fail? If so, it goes back to the intermediary bank, who issues you a check in the mail.

Well walmart is suppose to be a major retailer that cashes sbtpg checks but has an exception in Nys and most banks wants you to have an account or they putting a hold on ya funds for 5 days I have no idea were to cash my check!

The cheapest way is to put it in your own bank account and wait for it to clear ... otherwise you will need to check out check cashing places in your area (like an AMSCOT) but they can charge quite a large fee.
