My birthday is today and i am turning 18 i want to use the pay with federal funds to pay my owed taxes but it states that i am less than the age of 18

That is because you are preparing a 2020 tax return and it goes by your age at the end of 2020. Why are you using a paid version of the software if you are a teenager? You could be filing for free unless you had more than $39000 of income. Stop and switch to Free File.
