My fed and state were accepted jan 31 but I still haven't received my money when will I get it

No one here would know that answer. It is up to the IRS & State when they issue refunds.
There are delays with returns that include the ECI/ACTC credit, the IRS states that deposit dates should start showing sometime this week.
