My federal was accepted 2/11 but irs didnt open tax season until 2/12. It is now 2/13 and state still shows pending as never sent to the irs with the federal as both have always been sent together every year i efile both.

Even when efiled at the same time, they are not sent to the respective tax agency at the same time.  Nothing can happen with an efiled state return until after the Federal return has been accepted.   If your Federal return has been accepted, that is when the initial process begins for the state return.  That signals that the state return can now be retrieved and evaluated by your state tax agency for acceptance or rejection.

There are over 40 different state tax agencies, so there's no way to know how soon your state begins the retrieval process after the Federal return has been accepted, or how long it takes the state to provide an acceptance or rejection.   In the meantime it will remain as "pending."   NOTE:  Sometimes it can take a state several days to provide notice of acceptance/rejection.   See this FAQ:

You should get an email when the state return is accepted/rejected, but you can check at any time by logging into your online account and looking at the Tax Home.
