Question

My federal tax returns have still not been processed, per the IRS website...what could this mean? It's been a month since they were accepted.

We owe money and want to set up a payment plan, but the IRS site won't allow that until they're processed.  We paid $200 on them so far just to show we know we owe money.

Continue to pay monthly according to the parameters of the plan you requested, or as much as you can.
