My return is being reviewed an has been more than 60 days but cant call the irs

The IRS Taxpayer Advocate Service is still taking phone calls because their offices are smaller and in each state.  See if they can tell you why there is still a delay.  It may be because any manual processing is down to a snail's pace due to the Coronavirus situation.

 

At the following IRS website, find the USA map and click on your state, and it will give you the number of your IRS Taxpayer Advocate.
