My state return is still being processedits been 4 weeks..but it had to be offset due to child soppurt ...is that normal to take that long?

It really depends on your state. Because of the offset, it could be that they are still processing and getting all the information for the offset and then will approve and turn the refund money over.
It wouldn't hurt to contact your states department of revenue to see what exactly is going on. Turbo Tax does not have thi information so we are unable to check for you.
