My state return said it was issued on the 02/09/2017 but did not receive a refund

I don't know how long it takes for your state refund after it's released, but the IRS says to allow up to 5 days for the Federal refund to allow for variations in processing times at different banks.

And this is a weekend, which usually doesn't count.  So hopefully it will show up for you on Monday or so.
