I had the same issue. Looks like in 2014 this happened as well (copied answer below). I followed the steps below that someone else had posted in 2014, except that after you click " add a state", there is an option when the page opens that you can "View, Print, Or Save Documents". I clicked this and chose the options for "All Forms" and the entire return was generated, along w/ the cover summary sheets. Hope this helps.
Where is my cover sheet? My return was missing the cover sheet. I
just did my 2014 taxes and I saved it as a pdf and I printed. The pdf
did not have a cover sheet.
This year a summary page was not included with the filing instructions but there is a work around. Here is what you need to do:
1)First, when you sign in and go your Tax Timeline 2014, look under "some things you can do". 2)Then under "some things you can do" click ADD A STATE (you don't actually add one; that's just to get your return to open.). 3)Now way up at the top go to MY ACCOUNT, then PRINT CENTER. Then "View/Print/Save." The summary page should populate with your tax documents to print.
for 2020 the same thing happened to me but they have changed the layout of the page so the steps are a little different now. Select "Add Another State" as previously instructed to bring up your return - it is close to the bottom of the Tax Home page. The next options you need are now on the left side of the page (not at the top anymore). Select "File" from the options on the left side of the page and the page that comes up will show the status of your return and will also have a link to "View or Print your return". When you click/select this link it will bring up a printable copy of your return which will include the turbo tax cover sheets we all know and love...hope this helps.
