This is confusing.   If you had tax due that was owed to the state last year, why do you think you are supposed to receive a refund from the state?  It cannot be both.   And...you say you are not sure how much you were supposed to pay---so you did not pay your state tax due at all?  It is now nearly a year late so you will also owe interest on the amount due.

You need to print out your state return for 2023 and look it over very carefully to see what it shows.

Do you know how I would print my 2023 returns sorry I'm kind of young not very educated on this stuff I know it's been a year you don't need to tell me that mam there was a minimum payment of $100 and I was supposed to receive $300 after I paid the hundred so that's why I was wondering if I could still receive the other 300 while doing this year's taxes or do they jus keep it and I never had a tax app asked me to pay money to receive  my state taxes

It sounds like you might be confusing paying the fees for using TurboTax to prepare your federal and state tax returns with tax due to the state or a state refund.   It is not clear if you even filed your state return, or if it was accepted.

You need to look in the account you used to prepare your 2023 tax return and see what it says.   Your account will show you if your 2023 federal return was accepted and it will show you if your 2023 state return was accepted.   If the account says the state was accepted, then you will need to follow up with the state to see what happened to your refund.   If your account says the state was rejected, "Printed" or "ready to mail" that means the state did not even get your state return.   If that is the situation then you have to print the state return and file it by mail.  E-filing is closed for 2023.

Find the account you used for 2023:

You have to access your own account and/or  print it for yourself using exactly the same account and user ID that you used when you prepared the return.

Start a 2024 return online and enter some personal information  so that the menu on the left opens up and lets you access your past year returns.
