On TurboTax, my federal tax return has been accepted but my state tax return only says “started”. Is there any more that I need to do for this process?

Not all forms are finalized yet. Once all of your state forms are available, you can submit your state tax return after you've e-filed your federal return . But once the forms are ready you have to go back and finish your state and finalize it. Here is a list of when the forms will be ready:
