I submit my payment info for the fee to file state taxes ($25) and my return was rejected. I am being asked again for payment information. Does that mean I will double charged, or it not charged until the return has been accepted?

Even though you're being asked for payment info again, you should NOT be charged an additional fee. However, if by chance you are double-charged, TurboTax will happily refund the duplicate charge. All you'd have to do is contact Customer Support. See the info I'm linking below.
