My first thing is I was supposed to get 4600 back and only got 3k back which is a big difference. Second problem is I was never able to get child tax credits which I thought was weird considering I have a 15 month old.

You will need to contact the IRS regarding your Child Tax Credit. Please see How do I contact the Internal Revenue Service (IRS)? for more information, including the IRS phone number and hours of operation. You may want to try calling right when they open since they have been very busy throughout the day.
