IRS letter noted there was an error on my 1040 which affected my return and that they changed the Refundable Child Tax Credit in such a way that I now owe taxes.

You probably didn’t report the advanced child tax credit that you received in 2021.

Thank you for the response! I didn't receive a tax credit, I don't believe I qualified for one. After checking irs.gov I've found Total Amount You Received for 2021 Payments (Box 1) was $1,000. I'm confident we didn't receive any paper check or direct deposit, would this show up somewhere else that I'm unaware of?

Respond to the notice acknowledging that the payment is on the IRS website but report that it wasn’t received and that in fact you were not eligible for it and ask that the payment be traced.

@Bigworm0020 You added on to someone else's thread without providing any information about your own situtation or issue.   That being said, a LOT of people made mistakes with the child tax credit, so you might have been one of those people.    We cannot see your tax return so we do not know what you entered.

If you received monthly child tax credit payments of $250 or $300 per month between July and December of 2021, then you got letter 6419 from the IRS, and you were required to enter the amount of the advance payments.   Only the remaining amount of the CTC should have been on line 28 of your Form 1040.

The IRS knows how much they sent to you for the 3rd stimulus check and they know how much they sent for advance child tax credit payments.   If you answered something incorrectly on your tax return then the IRS made a correction that resulted in a reduced refund for you.

The IRS will send you a letter that explains why your refund was reduced or why you owe more.   Meanwhile it might help you to check your online IRS account.
