wHAT DOES IT MEAN WHEN IT SAYS REFUND IS CURRENTLY UNAVAILBLE 428?

This does not mean that your refund is not available but refund information is not available.  This is a message from the IRS stating that the program is not functional at this time.  IRS is requesting that you try again at another time.  Most likely technical issues and they need time to fix it.
