Question

Should I file an amended Federal return to qualify for the Unemployment tax break? I was told that the IRS would adjust it for me, but they have not.

The IRS will be calculating the tax refunds for the unemployment compensation exclusion for those that are eligible.  There is no need for you to amend your tax return.

The IRS started sending the refunds in May and will continue sending refunds throughout the summer months.
