Should I just wait for a response for my amended return that has been over 16 weeks ?

if you e-filed and it was accepted or if you mailed and used tracking which indicated the IRS got it, just wait. amended returns in many cases are taking 6 months or more.

I would also advise you not to submit a second copy if you did not use tracking or did not e-file it.
