Should I submit amended Tax returns for 2016, as 2016 Amended Form 1099 issued on 1/3/2018 showing 142$ lesser amount than the one issued in 2017.

No, you do not need to mail in an amended return when the change is in your favor, the IRS will happily keep the money.
