Why is the second round of stimulus counted towards 2020 when I got it on 1/4/21?

because that is the way Congress passed the law.

The 1st two stimulus payments were advances against payments on the 2020 tax return., so they are both reconciled on the 2020 tax return.

the 3rd stimulus payment are an advance against payments on the 2021 tax return, so you will see that reconciliation next year.
