Was the second stimulus package payment added into the tax returns for the people who had to claim the rebate credit?

Yes.

The Recovery Rebate Credit was calculated if you did not receive either the first or second stimulus payments, or if you received less than you were entitled to.

When you prepared your tax return, you were prompted to enter the amount for both the first and second stimulus payments in the Federal review section of TurboTax. Both fields needed to be completed to ensure the Recovery Rebate Credit was computed correctly.
