Tax refund issue with NY/NJ

My  formal office location was in the NY state,  but as most of people during the pandemic in 2020 and the project needs.  I was working either from home or in our NJ lab since Apr.  When I filed my returned, I based this fact and entered I worked in NJ  250 out of 365 days.   Them I filed all my returns (both NY and NJ), which  NY I should get like $2,000 refund while paid NJ around $1,700. In mid May, I received a notification from NY for the workday justification which I did and send the information electronically  to the NYS based on the facts I stated earlier. But, a week ago, NYS deposit around $500 to my bank account without any explanation of what's their base to make such decision or provide me any information/documentation on this.

What should I do from here  to get my tax money back either from NY or NJ ?

NYS won't accept that as working out of state. if your company doesn't have an office in NJ that they required you to work at, during the pandemic; then they will treat those working from home pandemic days as working in NYS.

NYS has a bulletin on that somewhere, which i was lucky to find prior to filing their return.

i haven't received my NJ refund in over 2 months since filing. i need to figure out how to find the status of it.
